In late summer 2020, Anna Freska and Mattias Caro will be joined by Bill Kelley and Cathy Ruse as Eileen Swicker shifts to “of counsel” status.

Bill spent over 35 years in the service of the US Government, initially in the Air Force, as a Cold War Linguist specializing in Warsaw Pact intelligence analysis. In the 1990’s, he transitioned to the civil service and joined the Army Reserve. Bill is a veteran of the Intelligence Community with expertise in intelligence collection, joint programs, Intelligence law, investigations and oversight, and program management.
In the Army Reserve, Bill supported military intelligence, administrative law and ethics, military justice, operations law, special litigation, and legal assistance.
After leaving government service, Bill has provided consultation to the government in the area of Data Management and Classification Management policy development and enforcement regulations.
Bill has Associate degrees in General Education and Geography, a BA in Liberal Arts with a minor in Slavic Studies and a Juris Doctorate from Columbus School of Law, The Catholic University of America, where he earned the Dean’s Award.
Bill is a member of the Maryland Bar and has his application to the DC Bar pending. He volunteers with the Maryland Family Law Clinic in Rockville and provides volunteer legal services to several area non profit organizations. Bill lives in Reston with his wife and children.

Cathy began her legal career with a Washington, D.C.-based estate planning firm and is delighted to return to the practice, focusing on estate planning, probate, and trust administration.
She has held several prominent public policy positions in Washington, including Chief Counsel with the Constitution Subcommittee of the Committee on the Judiciary of the U.S. House of Representatives, Director of Communication for the Secretariat of Pro-Life Activities of the U.S. Conference of Catholic Bishops, and Senior Legal Fellow for the Family Research Council
Cathy is a long-time Governor of Ave Maria School of Law and has been a frequent lecturer for the Blackstone Legal Fellowship.
Cathy received a Doctor of Jurisprudence from Georgetown University (1989) and a Bachelor of Science in Speech Communication from the University of South Florida (1986). She is also a graduate of the National Institute for Trial Advocacy.
Cathy was awarded a Doctor of Humane Letters Honoris Causa from Franciscan University and an Abraham Lincoln Graduate Fellowship in Constitutional Government from the Claremont Institute.
She is licensed to practice law in the Commonwealth of Virginia and the District of Columbia, and is a member of the bar of the United States Supreme Court.
When not practicing law, Cathy can be found working with young children who struggle with Dyslexia. She and her daughters study piano, harp, and voice; her husband, Austin, is a patient audience.
