
Bill spent over 35 years in the service of the US Government, initially in the Air Force, specializing in Warsaw Pact intelligence analysis. In the 1990s, he transitioned to the civil service and joined the Army Reserve. Bill is a veteran of the Intelligence Community with expertise in intelligence collection, joint programs, Intelligence law, investigations and oversight, and program management.
In the Army, Bill provided legal support to military intelligence, administrative law, and legal assistance with expertise in estate planning for service members deploying overseas.
Following government service, Bill has provided consultation to the government in the area of Data Management and Classification Management policy development and enforcement regulations.
Bill has degrees in General Education, Geography, a BA in Liberal Arts with a minor in Slavic Studies, and a Juris Doctorate from Columbus School of Law, The Catholic University of America, where he earned the Dean’s Award.
Bill is a member of the Maryland Bar. His volunteer efforts include his local faith community, the Maryland Family Law Clinic in Rockville, legal services to area nonprofits and as a member of CASA in Southern Maryland. Bill has two grown children and lives in Reston with his wife.
